Part-Time HR Manager

Position Summary:

The Part-Time HR Manager supports the HR Committee Chair in managing ICW’s day-to-day human resources administration, staff documentation, onboarding, compliance tracking, personnel records, volunteer/staff screening processes, and HR policy implementation.

This role helps ensure ICW maintains organized, confidential, fair, and professional HR practices while reflecting Islamic values of amanah, adab, ihsan, confidentiality, and fairness.

The Part-Time HR Manager supports HR operations but does not independently make final hiring, termination, compensation, or disciplinary decisions unless specifically authorized by ICW leadership.

Key Responsibilities:

  1. HR Administration and Personnel Records
  • Maintain organized employee, contractor, and volunteer HR files. 
  • Track onboarding documents, role descriptions, agreements, forms, and acknowledgments. 
  • Maintain confidentiality of personnel records and sensitive HR matters. 
  • Support HR Committee Chair with staff documentation, notices, and HR correspondence. 
  • Track required renewals, training records, background checks, and compliance items. 
  1. Hiring and Onboarding Support
  • Assist with job postings, applicant tracking, interview scheduling, and candidate communication. 
  • Support interview coordination with hiring committees or department leads. 
  • Prepare onboarding checklists and new hire documentation. 
  • Coordinate orientation for staff and assigned volunteers. 
  • Ensure new staff understand basic ICW expectations, conduct standards, confidentiality, and reporting lines. 
  1. Policy and Compliance Support
  • Support implementation of HR policies, employee handbook updates, volunteer agreements, confidentiality forms, and conduct expectations. 
  • Help maintain documentation for youth safety, background checks, mandated training, and safeguarding procedures where applicable. 
  • Track completion of required HR forms and acknowledgments. 
  • Assist with preparing HR reports for the HR Committee Chair and Executive Management. 

Formal employment policies, disciplinary actions, terminations, child protection policies, and legal compliance matters should be reviewed by qualified legal counsel.

  1. Performance and Employee Relations Support
  • Support the HR Committee Chair with performance review tracking. 
  • Maintain documentation related to coaching, corrective action, attendance, and performance concerns. 
  • Assist with confidential meeting scheduling and documentation. 
  • Help ensure HR matters are handled respectfully, consistently, and without gossip or favoritism. 
  • Escalate sensitive or high-risk issues to the HR Committee Chair promptly. 
  1. Payroll and Scheduling Coordination Support
  • Coordinate with the Treasurer, payroll contact, or finance team regarding approved employee changes, new hire information, timekeeping records, and payroll-related updates. 
  • Track approved employment status changes, role changes, and compensation changes after authorization. 
  • Support proper documentation before payroll changes are processed. 

Required Qualifications

  • Prior HR, office administration, nonprofit administration, or people operations experience. 
  • Strong confidentiality, judgment, and professionalism. 
  • Strong organization and documentation skills. 
  • Ability to handle sensitive matters calmly and respectfully. 
  • Familiarity with Microsoft Office, Google Workspace, spreadsheets, email, and digital filing systems. 
  • Ability to work with staff, volunteers, committee chairs, and leadership in a masjid environment. 
  • Respect for Islamic values, masjid etiquette, and community sensitivities. 

Preferred Qualifications

  • HR experience in a nonprofit, masjid, Islamic school, or faith-based organization. 
  • Familiarity with onboarding, personnel files, background checks, volunteer screening, and HR compliance tracking. 
  • Experience supporting youth safety or safeguarding documentation. 
  • Bilingual ability, such as English with Arabic, Urdu, or another community language. 

Performance Expectations

The Part-Time HR Manager will be evaluated based on confidentiality, accuracy of HR records, timely follow-up, quality of onboarding support, compliance tracking, professionalism, respectful communication, and support provided to the HR Committee Chair.
